why when its wram in washington or cold my plants grow but when its hot they dont grow

You would think your plants would love the hot weather, but that is not always the case for plants sold in the Pacific Northwest. Most of the available plants are for cool summer weather and they just can't handle the hot weather. Usually they just wait it out and then put out lots of growth in more moderate temperatures. Give them a few weeks - June is usually cool and overcast.
