What is the lowest growing Hydrangea? I would also like to know which one will stay blue?

Cityline Rio (Hydrangea macrophylla ?Raga?) and cityline Venice (Hydrangea macrophylla ?Venice Raven?) are both dwarf cultivars and are the smallest hydrangeas available. Blue flower color can be maintained in acidic soils or if you plant them in containers with potting soil rather than garden soil. In your alkaline soil, you will need to add aluminum sulfate to maintain blue flower color. Best wishes with your new hydrangea.
