I want to start a flower bed but i dont know what flowers and plant, shrubs...I'm stumped.

Here are some of the best perennials for your gardening region:
Autumn sage, Salvia greggii, Blue plumbago, Cigar plant, Lantana, Verbena and White rainlily. You can also try purple coneflower, coreopsis, rockrose and other sun loving, heat loving plants. For shrubs, consider Firebush (Hamelia patens) grows 3-5' tall; Mealy cup sage (Salvia farinacea) grows about 3' tall; Pavonia (Pavonia lasiopetala) grows 3-4' tall; Rosemary (Rosmarinus officinalis) 1-4' tall. Hope this short list gets you started!
