when is the right time of day to water the garden or lawn?

Early morning, mid-morning, or late afternoon, in that order. If you water in the morning the foliage will dry out before nightfall which will help the plants avoid diseases. Late afternoon will also work, for that reason. Avoid late night watering when leaves might remain wet overnight, and avoid noontime watering - evaporation is at its highest.
