When potato plants flower it indicates that tubers are beginning to develop underground, and that's a good thing. You can begin harvesting potatoes anytime after the plants flower, but the longer you wait, the larger the tubers will grow. Flower stalks on onions and garlic are not a good sign. It means that the plant has stopped trying to enlarge the underground portion and is putting all of its energy into producing seeds. You should remove flower stalks from onions and garlic as soon as they begin to sprout.
