when you dead head petunias, does that mean just removing th bloom or does that mean cutting below the stem just at the below the bloom?

When you deadhead petunias you should take most of the stem attached to the flower. When you do this you promote branching which makes the plant bushy and full of new flowering stems. Best wishes with your petunias.
