I haven't had time to start a garden, can I plant now or is it too late? I'm in Missouri.

You can plant vegetable starts that you find in a nursery but it's a little too late to start your veggies from seeds. If you want to harvest this year, I'd suggest planting the largest vegetable transplants you can find. Good luck with your garden!
