I have just purchased new terra cotta planters for several container gardens. I thought I heard that I should soak these pots in water before adding any potting soil. Is this true? Thanks for the help.

Terra cotta is porous and will soak up water quickly. If you soak them first and then fill with potting soil they will be off to a good start. If you do not soak them first but simply fill them with potting soil, they will wick the moisture of the potting soil in a hurry. So, soak, then fill with moistened potting soil, then plant and everything should balance out. Enjoy your container garden!
