I have a dragon tree that recently was destroyed by my dog. The main stalk is still there, but it is a little chewed up. Is there any way for me to promote new growth and save this plant?

Your plant, Dracaena draco, is easily propagated by cuttings so I expect your plant will develop new leaves just below the damaged area of the stalk. When that happens you can cut away the damaged part of the stem. I'd just give it time to recover and you might be surprised at how well it grows. For now just leave it in place and water as you normally do. Hope your dog finds something else to play with/chew on! Good luck with your dragon tree!
