Is it ok to spray a vegetable garden with the water hose in direct sunlight
when the temperature is 75 degrees? Will it harm the leaves?

Most likely it will not harm the leaves, although it is true that the water droplets can intensify the sunlight. If you stop to think about it, most plants survive the sunshine after a rainfall without undue problems. One thing to consider, however, is that overhead spraying is the least efficient method of watering because so much of the moisture is lost to evaporation. It can also contribute to foliar disease problems, so all in all you might wish to look into an alternative watering method such as a drip system.
