I have a deck on the back of my house. I have added a canvas Gazebo but it broke and the canvas gets ripped.

I am not very handy. Is there a way to build onto it a small enclosure just to be able to sit in .

One That I can do myself, knowing as I said I am not very handy? Also Something that won't cost very much.

If I do this will I need any kind of permits?

Instead of canvas, why not use pre-fabricated trellis? A simple frame is all you'll need and you can attach the trellis to the frame. Trellis will allow the wind to blow through without problem and will still provide you with some shade. I don't know if you will need a building permit - county ordinances vary - but usually a small trellis or arbor doesn't warrant a permit. You might even find some pre-built kits at your local garden center. Good luck with your project!
