Are there any tricks or soil types that make perwinkle flower more? I like the plant, but I wish it have more flowers.

Periwinkle flowers according to the seasons and prefers to blossom in cooler weather. Usually they'll start with a flush of bloom in the spring and then lay low until the fall months. There's really nothing, short of controlling the weather, that you can do to encourage blooming out of season. Just enjoy it when it's blooming!
