My home owners association planted flowers last week and placed mulch around them. Will the mulch hurt the flowers from growing?

The mulch not only makes an area look neat and clean, it will also suppress weeds, slow evaporation and provide nutrients to the roots of the plants. Mulch is a good thing! But if it is too close to the leaves or the stems of the flowers, it should be brushed back a little so it won't hold too much moisture against the stems of the plants. That could cause rot.
