It won't hurt pampas grass to prune it now. It is usually pruned in late winter or early spring, sometimes all the way down to ground level, to make room for new growth. If yours is overgrown, this might be the best thing to do with yours. You won't hurt it if you prune it back now. Pampas grass is very hardy and vigorous.
