How do I get rid of a resident ground hog which is eating my tomatos.

Groundhogs seem to eat a wide variety of plants, and they are dangerous near people -- they are highly unpredictable and can inflict terrible bites. Instead of trying to trap them yourself, I would suggest you work with your local animal control department. For other ideas, contact your local cooperative extension office.
