There are a couple of tactics to try, but both need to be employed early in the season before weeds sprout, or after you have hand pulled the existing weeds. Once the bed is weed-free you can keep it that way by either using a pre emergence product such as Preen, or by installing weed barrier landscape fabric on the bare soil and around your plants and then covering over with an organic mulch to disguise the weed barrier. You may even want to renovate the entire bed by removing all your plants, digging some compost into the soil, leveling the flower bed and then covering over the entire bed with weed barrier fabric. You can cut holes or X's in the weed barrier to plant your perennials and then mulch over the entire bed to help hid the weed barrier. I know it sounds like a lot of work, but once it is done right you won't have to battle weeds for years to come. Best wishes with your garden!
