Your material partially addresses the problem but I need more The holes that I plant my roses are plenty big enouth. I used a combination of Cactus Mix, Grow Mulch, and Rose Food. The soil will not dry out and I have lost 4 bushes. Should I use Perlite or Moss?

If the soil will not dry out, even though you've used all the right amendments, you might consider planting them on a mound (using topsoil) or in raised beds (again using topsoil). A 3-way mix will contain sand, organic matter and garden loam. By planting high you'll encourage good drainage and by using 3-way topsoil, you'll double your chances of keeping the roots of your roses happy and healthy. That would be the easiest and best solution to the problem.
