I live in Upstate NY, Zone 4. When should I start peas for a Fall crop?

To determine the planting time for fall crops, begin by determining your expected first fall frost date which, in your case, is probably the first week of October. If the peas take 60 days (8 1/2 weeks) to mature, then count back from the frost date. This brings us to the last week of July. I like to add at least two weeks to this date, to account for the time for germination plus the shorter daylength in fall. I would plant your peas sometime around early to mid July.
