I am moving to a new house and because it has been unlived in for a few months, the grass isn't in the best condition. What would be the easiest (and most affordable) way to revitalize the lawn? Would I be able to throw down some grass seed on top of the suffering sections?

You might be surprised how the lawn will green up if you simply water deeply twice a week. Summer is not the best time to reseed or overseed so give your lawn a chance to recover and if it still looks thin in the fall, you can overseed then. Just water twice a week and feed once it begins to green up. Best wishes with your new landscape!
