I have an aea where I once had an above ground pool in my backyard. I wanted to fill that space with stone or pebbles or tile without cement. Can I just lay the stone and be able to walk on it without any problems?

You'll want to anchor the stones into the soil or into a bed of gravel or sand so they won't move when you walk on them. Just excavate the area enough so you can bury the stones a few inches, or half the depth of each stone. They will be just fine without cement.
