when is the best time to trim my dwarf pear tree? How do I stop leaders from growing back?

You can prune your pear tree now. Most are pruned to a central leader and the best approach is to remove all those competing leaders as soon as they develop. The branches of pear trees tend to grow straight up so just shortening those competing with the central leader should discourage them from overtaking the leader. Just thin out excessive growth and shorten some of the branches as you train your tree. Best wishes with your pear tree.
