I have planted beans twice in the garden and they will not germinate and the ones that do come up something eats them,not a bunny, but some kind of insect, is there something that I can do?

I wonder if cutworms are after your seedlings? These pests encircle the entire stem and munch through it. Try planting the seeds and then setting a barrier around it. I cut the cardboard tubes from papertowel rolls into 4" long tubes and bury one inch into the soil, leaving the top 3 inches to act as a little collar around the newly emerging plant. It keeps cutworms from cutting them off at soil level. Hope it works for you!
