Tiny white jumping bugs are either whiteflies or aphids. Neither will eat holes in the leaves - but they do suck the fluids from the leaves which will cause them to curl and sometimes to turn brown. If something is actually eating the leaves, caterpillars or beetles are the culprits. Without knowing which, I'm not sure what to suggest. I would use a neem oil based product such as Rose Defense. It is sprayed on the leaves of the plant and has some residual effect. It also protects against diseases. Hope this helps!
