A physical barrier is the best way to keep deer from nibbling on your veggies. You can fence your pea patch or at least drape bird netting over the plants so the deer can't get to them. I've gone so far as to drape birdnetting over stakes in the garden to protect the peas and then drive taller stakes around the perimeter of the garden and string fishing line between the stakes, about 3' above ground level. This usually spooks the deer - they can feel it but not see it - and they generally back away and find another place to browse. Hope it helps in your garden!
