When or if you can cut them down to make them regrow. They are old and not much green on them.

The answer really depends upon the types of hedges and shrubs you are growing. Some will recover if cut all the way down, others will not. It's usually safe to cut about one third of the hedge or shrub down to encourage new growth. If it works successfully for you, prune them back again next spring. In 2-3 years you should have fuller, greener plants. Hope so!
