MY HOLLY SHRUBS LEAVES UNDERNEATH ALL HAVE THIS WHITE COTTONEY LOOK STUFF.
IS THIS SOME KIND OF BUG OR INFESTATION? AND HOW DO I TREAT IT.

What you describe sounds like Mealybugs which are soft-bodied insects that are often covered with cottony white filaments. They are about 1/8 inch long, with pinkish or yellowish bodies. You may want to collect a few affected leaves and take them to your local cooperative extension office or well staffed nursery for a positive diagnosis. If they are mealybugs, BonNeem Insecticidal Soap will control them.
