Oh, my goodness! Your description could match hundreds of different plants! My guess is Brewer's Weeping Spruce (Siskiyou Weeping Spruce) - Picea breweriana - an evergreen with gracefully upswept branches and smaller twigs drooping below, creating a beautiful weeping appearance. Needles are slightly flattened and dark green in color. If you are brave you might try stopping by and talking to the owner. Most gardeners appreciate compliments on their landscapes and are willing to share the names of their plants. It's worth a try.....
