Have a determinate plant, seems droopy. Can it be repotted at this time?

You can repot a tomato at any time. You can even plant it deeper than it is growing now and new roots will develop along the stem. Additional roots will not only anchor the plant well, they will also provide additional areas for water uptake. Best wishes with your tomato.
