I purchased an Anaheim pepper from HD about two months ago. Since Florida has been bombarded with rain, the plant seems to be

Too much rain can really take a toll, especially with pepper plants. You can dig and transplant it into a large container or you can try digging a moat around the plant so excess water has a place to drain. If the roots are high and dry it should be fine. Either way, I hope you have a great harvest!
