My shrubs are loaded with blooms, however, only the outer petals of the bloom flowers. The inner and center does not. Why?

You are growing a lacecap variety of hydrangea. Most of the flower buds are sterile and do not open but those along the edges do open and give the flowerhead a lacy appearance, thus the name lacecap.
