I have very small black bugs on the stems of some(not all) of my Black-Eyed Susans.They appear to be

Without seeing the pests I can only guess that they are black bean aphids. Aphids are about the only insect pests of Black Eyed Susans. You can control them with applications of insecticidal soap. Best wishes with your plants.
