My Lilac bush is 3 years old, last year it developed a white filmy fungus on the branches. I sprayed it with an anti fungul and replanted it higher to have better drainage. I there anything I can do to the dead branches? Should I cut them all the way down?

Yes, prune away all the dead branches. This will encourage healthy new growth. Lilacs develop flower buds over the summer months for the following spring's floral display. Pruning your lilac back now will give it the rest of the summer to grow new stems and branches and to set new flower buds. Good luck with your lilac!
