I have found that the cat has used a small isolated spot of the garden for a litter box, my original plans were to have a vegetable garden there; I know that is out now but how many seasons do I need to wait before I can use that area for vegeables; if ever?

I wouldn't wait quite that long! Instead, just dig out a generous amount of soil and replace it with untainted soil from another part of your landscape. I'd dig about a one foot wide by one foot deep area out and just replace the soil. Your veggies should be fine. If you're still concerned, don't plant underground veggies such as carrots or radishes in that corner of the garden. Best wishes with your veggie garden.
