When is the best time to feed outdoor plants?am or
pm?

You can feed at any time of the day. If you use time release granules, just broadcast them on the soil surface and rake them in a bit. If you are using a liquid fertilizer, apply in the morning so the leaves of your plants have a chance to dry off before nightfall. This way you can help them avoid disease problems. Enjoy your garden!
