I need an evergreen that will grow to about 2 feet tall to plant under my front windows. What would work? I also want to plant a tree that will flower, not grow extremely tall, and not have roots that will destroy my well or driveway. Any suggestions?

Dogwood, Eastern Redbud and flowering crabapple trees are all suitable for your growing region. All remain small and have well behaved root systems. One of the best evergreen shrubs that will remain small is boxwood but a dwarf mugo pine might also work in the area you describe. Best wishes with your landscape.
