After they get done blooming the leaves start to die back. At this time can trim that plant back? Does it re bloom for that year?

You can cut off the flowering stalk as soon as the flowers are spent but before seeds develop and plants should send up new flower stalks. If you allow seeds to develop the poppy plant will spend its energy developing seeds rather than new flowers. So, cut those flowering stalks down and you should see new flowers in a few weeks. Enjoy!
