My asparagus is two years old and currently has a lot of fern growth with seeds. When can this be cut back. Do I cut it back to ground level?

You can prune your asparagus fern back hard and it will resprout. Spring is the usual pruning time but now would be fine, too. If it is very large you can dig and divide it, as well. Good luck with your landscape!
