In zip 79106, we had a late hard freeze. Our 3 year old Honeysuckle flowered only briefly. Would cutting it back help its blooming?

Honeysuckles flower on new growth so cutting yours back should encourage healthy new - and flowering - growth. Go ahead and cut it back. It should flower by the end of the month. Enjoy!
