I need to remulch an enclosed-by-timber bed...years since last time mulched, no weeds, no grass, do I need to remove the leaves that have fallen off of trees that are in the bed? Do I need to do anything else? Thanks.

You don't need to do a thing before adding new mulch. The fallen leaves will decompose under the new layer of mulch. I wouldn't touch the soil - you might bring up weed seeds! Just lay the new mulch over the bed. Best wishes with your landscape.
