Planted a chinese dogwood in spring, and it has only produced a few smallish leaves on about 1/3 of the branches. Is it ok?

Your new dogwood sounds like it is struggling, doesn't it? It can take dogwoods a while to become established in the landscape and while it is busy adjusting and growing roots, it doesn't always grow leaves. I'd give it a few more months to establish. I think by next spring it will leaf out completely. Best wishes with your dogwood!
