All of the problems you mention can be controlled with the right strategies, performed at the right times. If your current lawn service is not performing these preventative measures to help your lawn avoid these problems, it may be time to move on to another company. Before moving on, though, ask the new company what preventative measures they include in their service. Pre emergent herbicides will keep weeds under control because it will stop them from sprouting, dethatching (removing excess thatch) can help control chinch bugs by removing their hiding places, and aerating can provide root room and spaces for moisture to drain into so that when you do water you can water deeply which will help your lawn maintain a nice green color even with water restrictions.
