Should I put my soaker hose underneath a weedblocker cloth or on top of it?

Weed block fabric has tiny holes to allow rainwater to penetrate so you can place the hose above the fabric but I think it would be more efficient if you placed it directly on the soil, snaking around your plants and then placed weed block fabric and mulch over the top. Placing it this way assures the water will go directly into the soil and not puddle up on the fabric as it tries to find ways to percolate down through the tiny holes in the fabric. Placing the soaker hose directly on the soil will give you a chance to test the efficiency of the watering system before covering it up with weed block fabric. You'll be able to tell by the color of the soil where the water is going, rather than trying to guess with the weed block covering everything up. Best wishes with your garden.
