chipmunks & rabbits are eating my perennials and herbs. what can i do besides pesticides. They aren't working.

Rabbits aren't all that picky when it comes to eating plants, especially in spring when they are so hungry and then in summer when everything is succulent and tasty. You might try fencing them out with wire mesh fence, or you might try the repellent sprays labeled for rabbits. You may also find that they move out when you begin grooming the yard because their habitat will become less inviting. Cleared brush, mowed lawn, and lack of hiding places are not attractive to rabbits so they tend to move on. Best wishes with your garden!
