My bell peppers (1 red / 1 green)are struggling. The peppers are very tiny and they become withered before time to pick. Is it the TX heat?

Peppers grow well in the Texas heat so I don't think the heat is the problem but rather the variety you are growing or the soil you are growing them in. Peppers need a deep, rich, well draining soil and a deep soaking once or twice a week (depending upon your soil). If the roots are not encouraged to grow deeply, the plants will be weak and produce small fruits. You can try feeding your pepper plants and mulching beneath them to help slow evaporation and moderate soil temperatures. I hope you see an improvement soon!
