I have several water lilies to include a night blooming lily. However, they do not bloom. Do they bloom only when fertilized? Where can I get fertilizer tablets (not sold at Home Depot)for aquatic plants?

Water lilies get the nutrients they need from the water so feeding won't make them flower, but lots of sunshine will help them along. They also need to be about 2 years old before they can bloom. Good luck with your lilies.
