Yes, Zinnia elegans can behave as a perennial if protected from frost. Zinnias are true American natives that originated from the Southwest US, Mexico and Central America. These plants have naturalized in parts of the southern US, including Florida so it is possible for your zinnia elegans to become a perennial in your garden.
