I would like to plant shrubs around the foundation of my house, I hope that they would somewhat protect the foundation from the wind in the winter time. What should I plant and when???????????????

I think small evergreens will work for you. How about dwarf boxwoods, Little Giant or Woodward arborvitae, Taunton yew (Taxus x media 'Taunton'), or a globe spruce? Late summer and early fall plantings will give your new shrubs a chance to establish themselves before winter weather arrives.
