Bottlebrush blooms mainly in the spring and then sporadically during the summer months. It blooms on new growth so pruning it back in early spring will inspire it to bloom and then pruning off the spent flowers will encourage a second flush of flowers. It will rest during the hottest summer months and then bloom again in late summer or early fall. Aside from pruning at the right time, providing lots of sunshine and regular water, there's not much you can do to encourage flowering.
