Question: Can I cut the top off a 10 year old spruce tree -- will it stop growing?

Answer: I'd never recommend topping a tree. If you top the tree it will grow back thicker at the top and the symmetry will be destroyed. Once you damage or cut the central leader the tree will respond with lots of new growth with the intent of replacing the central leader. As a result you will have a tree with lots of upright growth at the very place where you want it to stop growing. Sorry I can't offer solutions to your overgrown tree.
