I have some type of perennial that spreads everywhere & they are covered in red w/black bugs, which are eating leaves. Can you help?

They sound like box elder bugs. These guys are common and generally feed only on box elders, but I suppose that if they are desperate they will feed on your creeping perennial. Control sprays include amorphous silica gel (Drione, Tri-Die), diazinon and pyrethrins (Exciter, Microcare, Pyrenone, Synerol). Dusts labelled include amorphous silica gel (Drione, Tri-Die), boric acid (Perma-Dust) and diatomaceous earth (Answer, Organic Plus).
